Message from the president on the Implementation of the English as a Second Language Project at Nong Lam University, Ho Chi Minh City

In the context of increasingly profound international integration, Vietnamese higher education is required to undergo substantive reform in order to enhance the quality of education and training, scientific research, and international competitiveness. English, as the global language of knowledge, science and technology, is no longer merely a supplementary skill, but has become a core competence for students, academic staff and university administrators.

Based on the Development Strategy of Nong Lam University, Ho Chi Minh City for the period 2026–2030, with a vision to 2045, the University has officially launched the English as a Second Language Project. This is a long-term strategic initiative aimed at gradually establishing a learning, working, and research environment in which English is used regularly, effectively, and substantively throughout the University.

The Project is designed not only to raise the English language proficiency of graduates, but also to encourage academic and professional staff to actively use English in teaching, research and administrative practice. In this regard, the University will gradually expand the number of courses delivered in English, enhance international research publications, develop collaborative and joint programmes, strengthen academic exchanges, and attract international students and scholars.

I call upon all functional units, faculties, institutes and centres, together with every member of staff and every learner across the University, to fully appreciate the significance of this Project and their respective responsibilities in its implementation. Learning and using English should be regarded as an intrinsic need, a driver of professional development, and a practical contribution to the University’s overall advancement.

The University Executive Board is committed to providing the most favourable conditions in terms of policies, mechanisms, resources and learning environments to ensure that the Project is implemented in a coherent, effective and sustainable manner. The successful implementation of the English as a Second Language Project will constitute an important foundation for Nong Lam University, Ho Chi Minh City to enhance educational quality, consolidate its academic standing, and progressively strengthen its position within the region and on the international stage.

With a shared spirit of unity, determination and innovation, I am confident that the entire University community will work together to successfully implement the Project, for the benefit of our learners and for the sustainable development of Nong Lam University, Ho Chi Minh City.
